At the Union County Board of County Commissioners' agenda-setting session, department directors reviewed the slate of resolutions coming to the regular meeting and answered members' questions about procurement, contract name changes and grant totals.
B. B. Taylor, director of Finance, told commissioners the resolutions before the board that night equal $6,917,982.25, "bringing the total of grants anticipated and received in the 2026 budget to $38,252,292.74." Commissioner Baker asked for the total so the public could understand the scale of nontax grant dollars coming into the county; Taylor provided the figures in response.
Joseph Palakkad, director of Engineering, Public Works, and Facilities Management, said his department had 19 resolutions on the agenda and answered questions about two items raised by commissioners. On agenda item 5, Palakkad said a contractor name change reflects an acquisition ("CME is changing to Artheon"), with no change in personnel or scope of work. On item 4, Palakkad confirmed the county is purchasing three trucks as one-for-one replacements; he described the procurement as involving separate chassis and body/hydraulic vendors and said a resolution was needed because the supplier selected was not on the county's bidders list.
Director Debbie Ann Anderson of Human Services clarified two human services resolutions tied to the MPC bus company: one line item from 2025 had $6,000 left and the department moved that amount into 2026 (resolution 11) to support veterans; Anderson confirmed the increase is for veterans services.
Several other departments briefly outlined their agenda items (Administrative Services: 3 resolutions; Economic Development: 6; Parks and Recreation: 3; Public Safety: 2; County Council: 1; County Manager: 2). No formal votes on these resolutions were recorded during the agenda-setting remarks. The board then moved to adjourn the agenda-setting portion by voice vote and proceeded into the regular meeting.
