Tecumseh council approves CDBG downtown rehab application and $25,000 agreement with SENDD

The Tecumseh City Council on Sept. 2 approved submission of an application to the Nebraska Department of Economic Development for Community Development Block Grant (CDBG) funds to support commercial façade rehabilitation in the city's downtown district. The council also approved program guidelines for the CDBG Downtown Revitalization (DTR) effort and appointed the city's Economic Development Board to serve as the DTR committee.
At a public hearing opened at 5:02 p.m., Brittany McCullough of the Southeastern Nebraska Development District (SENDD) reiterated the application terms outlined in the notice of public hearing. After the hearing closed at 5:04 p.m., the council took a series of related actions: it approved DTR program guidelines, adopted a resolution authorizing the Mayor to sign the CDBG application, and named the ED Board as the DTR committee.
Separately, councilmembers approved a $25,000 agreement between the City of Tecumseh and SENDD to support an NDEE GRID Resiliency Project. The agreement was moved by Councilmember Brian Britt and seconded by Lorie Topp and passed with all present members voting aye; Alicia Brommer was noted as absent.
Procedurally, the council recorded votes on each motion in the minutes. The downtown blight and substandard study remains tabled pending Planning Commission review. The approvals clear the way for the city to proceed with its application and committee oversight; the Mayor is authorized to execute the application documents.
Next steps: with council authorization in place, staff will complete and file the CDBG application as authorized, while the Planning Commission will complete its review of the downtown blight study before council action on that document.
