Executive committee approves IT contracts, grants and budget reports; committee gets strategic-plan dashboard and event notices

The McLean County Executive Committee on July 14 approved a series of routine procurement items, grant agreements and financial reports and received multiple informational updates.
IT purchases: Burgess of Information Technologies explained a consolidation renewal of backup and management software and asked the committee to approve an Arctic Wolf expansion for cloud monitoring and a hardware purchase for wireless access points because existing devices (from 2021 or earlier) will reach end-of-support. The committee approved those items without extended debate.
Financial reports: Finance Chair Layman asked the committee to accept and place on file the Popular Annual Financial Report and the Annual Comprehensive Financial Report and single audit for the fiscal year ending Dec. 31, 2025; the committee approved both and commended staff for meeting the schedule.
Grants and contracts: The justice committee moved several victim-assistance grant agreements with the Illinois attorney general and approved a subcontract with the Children's Advocacy Centers of Illinois and a sponsored research agreement with Illinois State University. The property committee approved an amendment to an EE CDBG grant, and CAT administration obtained approval for a change order to a Chestnut Health Systems opioid-prevention program (no change in total dollars, only category adjustments).
Other items and announcements: Behavioral health staff said a strategic-steward dashboard that tracks grants and recommended-action progress should go live by the end of the month. Member Klein announced a household hazardous-waste collection for Aug. 22 and provided registration details (appointment required by noon Aug. 18 at hhwmcclain.org). Administration also presented the first quarterly strategic-plan progress and a quarterly budget-status report for departments under the executive committee.
The meeting recorded voice approvals for the items; several recusal instances were noted where a member had an employment conflict.
What passed at a glance: IT procurement for backup and monitoring, wireless access-point hardware, the county's PAFR and ACFR for FY2025, emergency appropriations for tort/jail medical, multiple justice-grant agreements, a CDBG amendment and a Chestnut change order.
