Commissioners approve revised water/wastewater contract; White Marsh selected as operator

The Queenstown Commissioners approved a revised contract for water and wastewater operations at their Sept. 27 meeting, authorizing the town president to sign once requested edits are made.
Town Attorney Brynja Booth reported the current Miller Environmental contract expires Dec. 31, 2017. The town solicited bids in spring; White Marsh was the only responsive bidder and was selected to begin operations Jan. 1, 2018. The Commissioners asked for a couple of contract changes—specifically removing hydrant flushing and exercise of valves from contractor duties—before final signature. Commissioner George L. Plumbo Jr. moved to approve the contract with those changes; Commissioner Hogie Schuster seconded and the motion carried unanimously.
The commissioners also directed staff (Booth, Bob Rauch, and Peter Johnston) to draft appropriate language to add the town's planned water-infrastructure upgrades to the Comprehensive Plan and to update the County Comprehensive Water and Sewer Plan by the Oct. 24 deadline. The Planning Commission is expected to receive the language before its Oct. 4 meeting and to hold a second hearing on the Comp Plan on Nov. 1, 2017.
The action sets the administrative steps needed for the operator transition and for coordinating plan amendments with county and state reviewers. The contract will be signed after the specified edits are incorporated.
