Glassport council adopts multiple resolutions and MOUs, hires three patrol officers and approves October bills

Glassport Borough Council voted unanimously Nov. 19 to adopt a series of personnel, property and financial measures, including memoranda of understanding with the police union and the police chief and approval of October disbursements.
The actions took place at the regular monthly meeting convened by Anthony Colecchi, President of Council. On motions that carried 6–0 with one absence, council adopted Resolution No. 1 (11/19/24) and Resolution No. 2 approving transfers of Parcel Nos. 558‑H‑055 and 558‑H‑049 to Harold Case under the borough's vacant property recovery process. Falco Muscante, the borough solicitor, presented both resolutions for adoption.
The council also approved a Memorandum of Understanding with Teamsters Local No. 205 affecting Glassport Police Department pay and certain benefits. Mark Stecak moved the MOU and Meghan DeVerse seconded; the motion passed 6–0 (one absent). Separately, on a motion by Dave Kowalski and second by Paul Trunzo, council adopted a separate MOU with Chief DeVerse that changes terms regarding holiday pay for hours worked; that measure also passed 6–0 (one absent).
Council ratified the termination of employee #11824 (motion by Paul Trunzo, second by Meghan DeVerse) and authorized hiring three new patrol officers to replace departed officers (motion by Dave Kowalski, second by Mark Stecak). Both personnel actions were recorded as approved 6–0 with one absence.
Financial measures included council approval of the monthly Treasurer's report and finance statements (motion by DeVerse, second by Stecak). Council authorized payment of General Fund bills for October in the amount of $659,098.65 and Sewer Revenue Fund bills for October in the amount of $495,587.35; both motions passed by the same 6–0 (one absent) tally.
