Hobart council accepts TIF report, approves ordinances and sets annexation hearing

The Hobart City Council met March 18 and moved forward on several routine and policy items, approving required filings and ordinances and scheduling a public hearing on a voluntary annexation.
The council voted to accept the 2025 TIF (tax increment financing) annual report so the clerk‑treasurer’s office can submit the report to the Department of Local Government Services. Staff told the council both the redevelopment commission and redevelopment authority previously reviewed and approved the report.
Council also reviewed compliance items for local projects. Staff reported that the Grand Trump Storage compliance review shows the project generally meets the statement of benefits and that follow‑up with the plan commission will resolve outstanding plan questions. The council accepted that compliance item.
An introduction was read for a voluntary annexation involving roughly 6.66 acres in the I‑65/37th Avenue corridor tied to the CATCO project. Richard Anderson, who spoke on behalf of the petitioner, described the annexation parcel and asked the council to set a public hearing; council members authorized moving the petition to a public hearing tentatively scheduled for April 15.
On regulatory changes, council adopted ordinance 2026‑04, an amendment addressing inspection, repair or removal of unsafe and vacant structures that establishes a separate hearing authority for unsafe building cases; the measure passed on roll call 7‑0. Council also moved forward and ultimately adopted ordinance 2026‑05 related to 2026 budget appropriations for the general fund and the building department following its readings.
The council adopted a set of CDBG (Community Development Block Grant) items required for the HUD application cycle, including an affirmative action plan and the Section 3 understanding, and approved resolution 2026‑07 authorizing the mayor to submit a project proposal for FY2026 CDBG funds. Staff noted the city’s CDBG allocation for the upcoming federal fiscal year is $112,590.
Council also adopted resolution 2026‑08 to temporarily suspend a single‑family property garbage collection fee (a nominal fee discussed at about $230 annually). Speakers described the suspension as fiscally possible this year and noted the action could require annual renewal.
Council indicated follow‑up work remains on several items and that staff will file the TIF report and prepare materials for the forthcoming annexation public hearing.
