The Elizabeth Harrison Plan Commission voted to approve a revised site plan for Queen of Cleaning at 5006 Amy Avenue (Parcel 45302) after staff and the project team described a smaller building footprint and explained constraints on parking and turning radii.
Staff noted the village previously approved a larger 11,760-square-foot building on Sept. 30, 2025, and said the revised proposal reduces the building to about 6,120 square feet while retaining a façade staff considered an improvement. "When this was passed by the planning commission and then approved by the board in September that the board did approve that building encroaching into the 3 foot rear building setback area as well," the staff member said, describing prior approvals and the continued need for an exception to rear setback requirements.
Because of site constraints and parking depth, the project team requested an exception to allow encroachment into the 3-foot rear setback so parking stalls and turning radii would function effectively. Commissioners asked whether the reduced square footage would significantly affect tax revenue, whether the property would be owner-occupied or contain tenant spaces, and whether on-street parking on Amy Avenue could be used if on-site stalls are limited. The applicant's representative described the design tradeoffs and said the team might rework access if expansion or leasing plans change.
After questions from commissioners about required parking counts and corner-lot setbacks, a commissioner moved to approve the site plan with staff-recommended conditions; a second was recorded and the motion carried. The approval is subject to the six conditions recommended by staff, and staff and the village engineer will review parking compliance and other technical items as part of the permit process.
Next steps: the applicant will coordinate final engineering, confirm parking counts with the village engineer and obtain necessary permits before construction begins. Commissioners suggested staff consider clarifying corner-lot setback rules during the planned ordinance rewrite to reduce similar design tradeoffs in future projects.
