Committee advances bill to let WSSC adopt alternate contracting for projects over 2,000,000

The Chair of the Washington Metro Washington Area Committee opened the Jan. 27 meeting and said the committee unanimously advanced MCPG 102-25, a Prince George’s County bill that would repeal a restriction on WSSC contracting and authorize the agency to adopt rules for alternate project delivery and solicitation methods.

The bill, introduced by the chair, would remove a requirement that limited the WSSC to entering design–build contracts only for facility construction contracts exceeding 2,000,000 (as stated in the bill text on the record) and would permit the WSSC to adopt regulations to establish alternate project delivery and solicitation methods “that promote the best interest of the WSSC,” according to the chair’s description.

Committee members offered no recorded substantive questions. The chair noted that Miss Marquina from the WSSC was present on the call for the record. The motion to advance the bill was recorded with Delegate Plockerskars identified as the mover and Delegate Vogel as the seconder; the chair called the voice/hand vote and declared the measure passed unanimously.

The measure was processed by this subcommittee; the chair did not record further debate or conditions attached to the passage. The committee scheduled its next meeting for Monday at 6:30 p.m. for additional bills and possible votes.

No formal text of WSSC regulations was presented during the session; the committee’s action at this meeting was to advance the bill out of the subcommittee for further consideration.
