The committee voted to refer the proposal to the bike-and-ped subcommittee for review.
Tree‑protection code: Leanne of DPW presented revised red‑line language (excerpts from a Whitefish Bay/Arbor Day model) clarifying prohibited damage to street and park trees, including examples such as tethering trees together, installing “ninja‑courses” or tapping trees. Trustees moved to forward an ordinance amendment to the Village Board and the motion passed in committee.
Farwell stop signs: Staff presented a resident request for traffic control at North Firewall (Farwell) and East Beverly. Trustees debated placement and whether to wait for the Greenway/Complete Streets plan; one motion directed DPW to recommend a stop sign on Farwell at Beverly (southbound control), later amended in committee to recommend stop signs for both northbound and southbound approaches and to forward that recommendation to the Village Board.
North Oakland/phase‑2 intersections: Trustees discussed whether to ask the contractor to keep Kenmore and Lake Bluff intersections open during phase 2 of the Oakland Avenue project to relieve neighborhood circulation. Staff said negotiating with the contractor could add roughly $6,000 and might add two to three days of worktime, though paving steps could lead to periodic closures of seven to 14 days when intersections were hand‑finished. The committee motion directing staff to coordinate with the contractor passed at the Village Board level after differing committee responses; the final board vote recorded 4 yes, 2 no, 1 abstention on the plan to have staff coordinate with the contractor to maintain intersection access to the extent possible during phase 2.
Intergovernmental salt‑storage IGA: The board unanimously approved an intergovernmental agreement with Glendale and Whitefish Bay to construct and operate a joint municipal salt-storage facility. Trustees asked whether brine supply was included in the agreement; staff said brine supply was handled separately and not part of the IGA.
Other actions: The board also approved a 30‑day certiorari deadline ordinance for certain streetlight special‑charge appeals and rejected a bid for a lead‑service‑line replacement project so it can be rebid.
