Commission probes window materials and profile for Queens Point renovation at 748 East Front Street

Commissioners reviewed a design‑review submission for 748 East Front Street (Queens Point) at the July work session. Staff said the applicant was not present but had requested the HPC discuss the proposal without them; commissioners agreed to review drawings and determine if the change could be handled administratively or required a hearing.

The central question was material and profile compatibility: the existing windows are wood, while the applicant proposed a modern material. Staff noted that the test is whether the proposed material type was available at the time the building was constructed; the building date on record was 1997, and staff said the proposed material was available in 1995, which could meet the ‘‘available at the time built’’ guideline. Commissioners pressed for clarification of sash profile, muntin (shadow‑bar) depth and whether grills would be permanently between glass, because those three‑dimensional details affect perceived congruence.

Because window profile and shadow‑bar details were not clearly described on the submission, staff asked the applicant to clarify the grill configuration and the sash profile before the matter proceeds to hearing. Commissioners also discussed whether the minor‑works list should be updated in future to allow certain window replacements by staff to reduce back‑and‑forth for routine replacements, but deferred that policy change for a future meeting.
