Tecumseh council declares downtown blighted, approves zoning changes and Phase I revitalization plan

The Tecumseh City Council on Oct. 6 unanimously declared the Downtown Redevelopment Area blighted and adopted zoning changes to allow new housing types as part of a broader downtown revitalization effort. The council also approved the Phase I Downtown Revitalization (DTR) Plan prepared by Hanna:Keelan Associates (dated August 2025).
At a public hearing opened at 5:01 p.m., City Attorney Bruce Dalluge explained the purpose, definition and designation process for "Blight and Substandard" as set out in the Downtown Redevelopment Area Blight & Substandard Determination Study-Update. After the hearing, Council Member Alicia Brommer introduced Resolution 2025-15 to declare the defined downtown area Blight and Substandard; Lorie Topp seconded. The roll call vote recorded Lance Beethe, Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp as voting aye; Travis Goracke was absent. The resolution carried.
Separately, the council considered zoning amendments that delete Section 5.12.03.14 and add Sections 5.12.02.13, 5.12.02.14 and 5.12.02.15 to the Tecumseh Zoning Ordinance to permit single-family detached dwellings, single-family attached dwellings and two-family (duplex) dwellings in the specified district. Lance Beethe moved to introduce the ordinance and waive the statutory rule requiring three readings; Tyler Speckmann seconded. The council then approved final passage (motion by Beethe, seconded by Brommer), with the same five members voting aye and Goracke absent. The ordinance will be published in pamphlet form.
The council also voted to approve the Downtown Revitalization Project Phase I Plan (motion by Brian Britt, seconded by Lorie Topp), with members noting the city has saved the required local match for an NDOT DTR project and that demolition work is scheduled to commence next week if the DTR award is finalized in Tecumseh's favor.
Members of the public asked questions during discussion about possible historic-district ordinances that would require downtown building owners to maintain, repair and upkeep properties. Concerns focused on vacant or absentee-owned buildings that share party walls; council members said staff will draft possible policies or ordinances but that multiple factors need to be considered before adoption.
