Labette County commissioners authorize 2026 indigent defense agreement and IT services contract

The Labette County Board of Commissioners on Dec. 15, 2025, approved a series of routine administrative items, including an indigent defense contract and a managed IT services agreement, and set scheduling changes for early January.
Chairman Vincent B. Schibi called the meeting to order at 9:00 a.m. Commissioners Tom Barrett and Terry Weidert were present, along with County Counselor Brian K. Johnson and County Clerk Gena Landis. The board first approved the minutes from its Dec. 8 meeting on a unanimous vote after a motion from Commissioner Tom Barrett and a second from Commissioner Terry Weidert.
The board then authorized the chairman’s signature on the 2026 Blue Cross Blue Shield ASO Checklist after a motion by Commissioner Terry Weidert, seconded by Commissioner Tom Barrett; the motion passed unanimously. The commissioners also agreed to cancel the Jan. 5, 2026 commission meeting.
On personnel and contracting matters, the board authorized signatures on an agreement appointing Justin Meeks as Labette County’s indigent defense attorney for 2026 at a rate of $3,500 per month plus associated expenses. The motion to approve the Meeks agreement was made by Commissioner Terry Weidert, seconded by Commissioner Tom Barrett, and passed by unanimous vote.
The commissioners also approved a managed IT services contract with Higher Calling Technologies for 2026 at a rate of $7,777.75 per month. That motion was made by Commissioner Terry Weidert, seconded by Commissioner Tom Barrett, and carried unanimously.
During the public comment portion of the meeting, the transcript records that several Labette County residents and two Montgomery County residents addressed the board, but the record does not include the substance of their remarks.
The board recessed briefly and reconvened at 10:22 a.m. Later in the meeting, the commissioners voted to enter an executive session for consultation with the county attorney to protect attorney–client privilege; County Counselor Brian K. Johnson was recorded as present for a period of twenty minutes, and the board planned to reconvene at 10:47 a.m. The meeting adjourned at 10:54 a.m.; the next regular meeting is scheduled for 9:00 a.m. Monday, Dec. 22, 2025.
