Labette County commissioners approve contracts, travel and insurance changes; accounts payable cleared

Chairman Vincent B. Schibi and the Labette County Board of Commissioners on Monday, Dec. 8, 2025, unanimously approved several administrative contracts, authorized travel for emergency management staff and set new Juvenile Justice Authority (JJA) insurance and rent terms.
The board approved the minutes of the Nov. 26, 2025 meeting on a motion by Commissioner Tom Barrett, seconded by Commissioner Terry Weidert. The vote was recorded as unanimous: Barrett (Yes), Weidert (Yes), Schibi (Yes).
In a series of separate motions, the commission authorized the chairman to sign a 2026 agreement naming Candace Brewster Gayoso as the county’s indigent defense attorney at a monthly rate of $3,500 plus associated expenses; the motion was moved by Commissioner Terry Weidert and seconded by Tom Barrett and approved unanimously. The board also authorized a contract with Fred Rinne for work on the county’s Local Emergency Operations Plan and Emergency Preparedness Committee at $1,500 per month from Jan. 1, 2026, through Dec. 31, 2027; that motion passed unanimously after a second.
Chairman Schibi moved to authorize Emergency Manager Charles Morse and another county representative to attend an Emergency Response Safety Group seminar in Gilbert, Arizona, Jan. 21–22, with reimbursement up to $1,200 per person for seminar and travel costs; the motion was seconded and approved unanimously.
On a motion by Commissioner Weidert, the board approved changes to Juvenile Justice Authority insurance and rent arrangements: county-paid health insurance premiums of $1,000 per employee for January–June 2026 with county rent at $300 per month, followed by insurance premiums of $1,500 per employee and county rent of $800 per month beginning in July 2026. Tom Barrett seconded; the motion passed unanimously.
The board approved accounts payable check numbers 39104 through 39214 totaling $212,027.51 on a motion from Chairman Schibi, seconded by Commissioner Weidert; the tally was unanimous.
No substantive debate or dissent was recorded in the minutes on these items. The minutes record a three-minute recess and later reconvening at 10:02 a.m. The meeting adjourned at 11:10 a.m.; the minutes state the next meeting would be at 9:00 a.m. Monday, Dec. 1, 2025, a date that appears to be a clerical error in the published minutes.
