Labette County commissioners approve $1.1M healthcare fund amendment, adopt burn ban and authorize Parsons MOU

The Labette County Board of Commissioners on Dec. 22 adopted a $1,100,000 amendment to the county's Healthcare Services Fund, approved a countywide burn ban and authorized several contracts and payments during a morning session in the commission room.
Chairman Vincent B. Schibi opened a public hearing on the proposed budget amendment at 9:00 a.m.; after one procedural question was answered and the hearing was closed, Schibi moved to adopt the amendment. Commissioner Tom Barrett seconded the motion, and the measure passed by recorded vote: Tom Barrett (Yes), Terry Weidert (Yes), Vincent B. Schibi (Yes).
The board also approved the minutes of the Dec. 15, 2025 meeting on a motion by Commissioner Terry Weidert, seconded by Tom Barrett, and unanimously adopted.
Commissioners authorized a memorandum of understanding between Labette County Emergency Communications and the Parsons Police Department covering replacement, ownership, maintenance and cost-sharing of the North Repeater at Belmont Towers (1900 Belmont, Parsons). Commissioner Weidert moved to authorize the chairman's signature; Tom Barrett seconded. The estimated replacement cost is $24,548.55 and the minutes state the cost will be split evenly between the county and the city. The motion passed unanimously.
The board approved Resolution No. 2025-45-L establishing a county burn ban to take effect immediately and remain in place until rescinded by the board. Chairman Schibi moved for authorization; Tom Barrett seconded and the resolution passed by unanimous vote.
The board also authorized a real estate purchase contract with Mildred S. Bogner for $1,500.00, and approved accounts payable checks numbered 39215 through 39322 totaling $259,288.64; each motion passed unanimously with Barrett, Weidert and Schibi recorded as voting yes.
The commissioners held several executive sessions for attorney consultation, as recorded in the minutes, with County Counselor Brian K. Johnson and County Clerk Gena Landis present for one session and Sheriff Darren Eichinger included in a later session. The minutes record reconvene times specified for those sessions.
Separately, the minutes record that the commissioners agreed—subject to a future resolution—to transfer proceeds from any sale of sheriff vehicles during a calendar year into Sheriff Vehicle Fund 147 at year end. The minutes record that this was an agreement contingent on formal resolution and do not show a final resolution adopting that transfer at the Dec. 22 meeting.
There being no further business, the board adjourned at 11:54 a.m.
