Thomasville council approves pay and classification study; new Permitting Specialist position added

The Thomasville City Council on May 19 approved a pay and classification study and a new Permitting Specialist I position as part of personnel adjustments recommended by City Manager Michael Brandt.
Brandt told the council the study covers a first cohort of city employees (police, planning and community development, and finance) as the first phase of a three-year review. The council voted to adopt Appendix A of the Personnel Policy, which resets position grades; the implementation approach uses a 2.5% salary change per grade moved, moves current employees earning less than a new grade minimum up to that minimum, and establishes an additional annual adjustment of $10 per month for each month of service in an employee's current position and grade to address salary compression.
Council Member Scott Styers moved to approve the pay and classification study effective May 25, 2025; Council Member Payton Williams seconded and the motion passed 6-0.
Separately, Brandt asked the council to approve a Permitting Specialist I to replace a previously approved but unfilled Engineering Technician position; the Engineering Technician authorization will be delayed until Jan. 1, 2026. Mayor Pro Tem Doug Hunt moved to approve the Permitting Specialist position; Council Member JacQuez Johnson seconded and the motion passed unanimously.
The personnel changes are intended to align pay with regional comparators and to address internal compression; the city will implement the new grade structure and associated payroll adjustments according to the adopted schedule.
