Ordinance 28-23 (Bill 3053) — Passed 5–0. Council approved a special permit allowing a 3,772-square-foot full-service restaurant at 9538 Olive Boulevard (the Easy Storage site). Approval included conditions from PCDC, notably a recorded off-site parking instrument before permitting, internal grease-trap maintenance, maximum seating controls, and specified hours of operation.
Demolition contract for 9201 Olive Boulevard — Passed 5–0. Council authorized the city manager to execute a contract with Alco Wrecking Company not to exceed $14,740 to demolish the structure at 9201 Olive Boulevard. Staff said environmental abatement and utility disconnects are complete and the demolition is expected to take no more than three days; the site will serve as construction staging for the Olive Boulevard intersection improvement project.
Surplus declaration — Passed 5–0. Council declared asset 00930 (a 2022 Dodge Charger, ~38,500 miles) and asset 08317 (a 1977 Vermeer stump grinder) surplus and authorized sale by public auction. Staff explained auctions are used to offer public assets for sale.
AV equipment purchase — Passed 5–0. Council approved an agreement with Modern Communications Inc. not to exceed $10,145 for the purchase and installation of an Extron Crosspoint 82 switcher to restore council-chamber AV functionality.
Other business: Bill 3054 (mutual-aid agreement) and Bill 3055 (pension-plan amendment) were presented for first reading and set for second readings on Dec. 9; minutes from Oct. 28 and the Nov. 4 work session were approved by poll.
Votes were recorded by poll; where a formal tally was taken, council voted unanimously on the above actions. Staff noted that several approvals remain contingent on standard follow-up tasks such as recording legal instruments, plan reviews, and permitting.
