Oak Grove board approves Webb Park trail project to go to bid

City parks staff presented a proposed trail layout for Webb Park and the Board of Alderwomen voted to send the project to bid.

Scott, the staff presenter, said the recommendation prioritizes the green-line segment because it can be completed more quickly and at lower estimated cost than other segments. He explained materials and construction considerations: most of the proposed pink, yellow and orange segments would be asphalt; the blue segment (near the machine-pitch area) would be concrete to match the tennis-court-type surface. He noted soil, fill and some trees — including Osage orange trees — could complicate work on portions of the yellow line, and that an existing bridge structure could be reused with additional foundation work.

"Knowing for sure that the green line could get done is what's being recommended," Scott said, adding that the board could later decide to add other segments. The board agreed the concept met expectations and directed staff to put the project out to bid and compare coop purchases. Scott said a contract would likely return to the board at the May 19 meeting and that construction would more likely occur in the fall, with an anticipated completion by year-end if schedules hold.

Why it matters: The trail is intended to improve connectivity between the school parking lot, ball fields and other park amenities, addressing resident priorities identified in the comprehensive plan and strategic planning discussions.

Next steps: Staff will solicit bids, compare purchasing options, and return a recommended contract for board approval; construction timing will be coordinated to avoid peak baseball season.
