Redevelopment Commission approves $100,000 TIF contribution for Daniel Community School Chromebooks
Summary
The Redevelopment Commission voted by voice to approve a $100,000 transfer from TIF funds toward Chromebooks for Daniel Community School Corporation, with legal counsel advising the commission that TIF transfers for workforce-training purposes are limited to 15% of annual TIF revenue and a resolution documenting statutory findings should be prepared.

The Redevelopment Commission approved a $100,000 transfer from tax-increment finance (TIF) funds to Daniel Community School Corporation to subsidize Chromebooks, the commission said at its July 8 meeting.
Chair Coleman introduced the request and turned the item over to Dr. Tracy Schafer, who presented the school's written funding request. Legal counsel told the commission that such transfers must be for training or workforce-related purposes and that the commission is generally limited to 15% of the year’s TIF revenue for these grants. "You are limited to 15% of TIF this generated this year," counsel advised, and recommended drafting a resolution that lays out statutory findings and authorizes the transfer if the commission votes to move forward.
Coleman walked members through the revenue math and said the 15% cap equated to about $100,064.27 in available funds this year, adding that $100,000 would cover roughly one-third of the school's stated $300,000 Chromebook cost. "So roughly one-third ... we agreed to donate a $100,000," Coleman said during the discussion.
A member moved to grant $100,000 to the school for Chromebooks; the motion was seconded and approved by voice vote. The minutes record members voicing assent; no roll-call vote with named tallies was recorded in the transcript. The chair directed staff and legal counsel to prepare a resolution and a short agreement documenting the statutory findings and the school's commitment to use the funds for the stated training/workforce purpose.
Why it matters: The commission's vote applies TIF revenue—intended to support redevelopment—toward an education-technology purchase tied to workforce-readiness. Legal counsel's guidance that the transfer must meet statutory requirements and stay within the 15% limit sets conditions staff must document before funds are disbursed.
Next steps: Staff and legal counsel will prepare the recommended resolution and a short agreement specifying the permitted use of the funds and return to the commission at a future meeting.
