Kimberly said the plat generally matches previous preliminary and final master plans. Engineering raised concerns about Section 1's multimodal elements and the greenway, noting the greenway has not been designed and there is uncertainty whether the dedicated easement width will be sufficient. Staff suggested the city might pursue a blanket easement across all open space rather than leaving future negotiations to a homeowners association; legal staff has been asked for an opinion.
Brad Snyder (applicant representative) said the developer will coordinate with city engineers to show easement language and resolve outstanding items before the voting meeting. Staff warned that construction of the full greenway may require external funding or a TDOT match and potentially NEPA or right‑of‑way procurement actions if federal or state funds are involved.
