Committee approves multiple preliminary reconstruction resolutions, removes angle parking and hears monthly activity report

The Wisconsin Rapids Public Works Committee approved a set of preliminary resolutions for planned reconstruction projects, removed angle parking near the Waterworks and Lighting Commission property on 16th Street South, and heard the monthly activity report from the public works superintendent.
For capital improvements, staff presented four preliminary resolutions used to notify adjacent property owners and start survey work: Riverview Drive (Spring Street to 1st Street North) and Edgewood Place (South 1334 to Redden Road), both proposed for 2027; 2nd Street South (Mead Street to Birch Street) and Lyon Street (Bull Street to 13th Avenue South), both proposed for 2028. Chair Matt Zachary moved each preliminary resolution in turn; each motion was seconded and approved.
On parking, staff noted a new Waterworks and Lighting Commission parking lot removed former angle parking along 16th Street South. Joe Eichstead recommended cleaning up the ordinance to remove the invalidated angle‑parking section. The committee agreed to remove the angle parking from Peach Street to 135 feet north; Jeff Penskover moved the change and Matt Zachary seconded. The motion passed unanimously.
Public works superintendent Paul Voller delivered the department’s monthly activity report, noting two projects completed in June (including the 16th Street South asphalt work), pulverizing and paving on 48th Street, ongoing East Jackson Street curb, gutter and sidewalk work, and water main replacements from 8th to 12th Street. Voller said Pepper Avenue’s west side still requires utility work and estimated it could reopen in roughly a month. "So for the month of June, we have completed two of our construction projects," Voller said.
Committee members also added referrals to consider an electric bicycle and scooter ordinance and to revise the ATV/UTV ordinance; the city attorney will research possible ordinance language.
The meeting set its next date for Aug. 6 at 5 p.m. in Council Chambers and adjourned at 5:40 p.m.
