Hibbing council authorizes applications for IRRRB and Workforce Housing grants to support 400 Block mixed‑use project

Deputy administrator (Nasepp) presented Resolution 26‑07‑03 asking council to authorize application to the Iron Range Resources & Rehabilitation Board (IRRRB) and Resolution 26‑07‑04 requesting authority to apply for Minnesota Workforce Housing Development Program funds up to $4,700,000 as gap financing for a project that would include retail and market‑rate apartments.
Councilors voted to approve both resolutions. Nasepp and staff said the Workforce Housing request is for “up to $4,700,000” to cover the project gap and that the IRRRB application is a parallel funding request; staff noted the amounts are subject to grant application requirements and future approval by the respective agencies.
The council also authorized the mayor and city clerk to sign a consulting services agreement between the City of Hibbing and Miriam Carroll Consulting to support the 400 Block project while the city is without a community development director. Council clarified the contract is a short term consulting engagement with a stated 'not to exceed' amount of $3,960.
No final funding awards or binding developer agreements were announced at the meeting; council action at this session authorized applications and a consulting contract only. Staff said grant application materials will be uploaded to the IRRRB system and the workforce housing application will be submitted when available.
