EDA staff reviewed a concept plan for the Bizik/’Harvest Fields’ site, a roughly 60‑acre proposal that would yield about 185 residential lots across varied lot sizes and include roughly 14 acres of open space.
A staff presenter explained the developer seeks PUD flexibility to allow some lots down to 42 feet where the ordinance normally allows 50‑foot lots. The proposal includes a mix of product types aimed at a range of buyers, including slab‑on‑grade villas intended for seniors, starter homes and larger single‑family models; staff noted the new development code changes were intended to allow this kind of project.
Staff outlined the next steps: concept review is underway, Park Board review and the planning commission hearing are anticipated next (planning commission July 22), and the City Council will receive the item for information on Aug. 3. If the project advances, annexation, rezoning and PUD review would follow, with an optimistic construction start targeted for 2027 and a potential 50‑lot first phase.
Board members raised standard PUD questions: what public benefits would accompany lot‑size flexibility, how the project would integrate with existing neighborhoods, and whether variances would be needed. Staff said the developer proposes trails, stormwater features and park extensions (including expansion of Heritage Park) as public benefits tied to the PUD.
What happens next: staff will proceed with required public reviews, present the PUD details and public‑benefit package at future hearings, and return to the EDA with updates as planning and public‑review milestones are reached.
