Labette County commissioners set floodplain appeals process, OK travel and $453K in bills

The Labette County Board of Commissioners on Aug. 25, 2025, voted unanimously to direct all floodplain appeals to Emergency Manager Charles Morse and agreed that appeals should be forwarded to the Federal Emergency Management Agency for response. The board also authorized Morse to travel to the Homeland Security Conference in Oklahoma City Oct. 28–30 and approved accounts payable checks totaling $453,436.80.
The meeting, called to order by Chairman Vincent B. Schibi at 9:00 a.m. in the commission room, recorded attendance of Commissioners Tom Barrett, Vincent B. Schibi and Terry Weidert, with County Counselor Brian K. Johnson and County Clerk Gena Landis present. Several executive sessions were held during the meeting on confidential business, attorney-client consultations and non-elected personnel; the motions to enter each executive session passed on unanimous votes by the three commissioners.
On the floodplain appeals motion, Commissioner Terry Weidert moved that all floodplain appeals go to Emergency Manager Charles Morse for the 90-day appeals process; Commissioner Tom Barrett seconded, and the motion passed by the recorded vote of Tom Barrett (Yes), Terry Weidert (Yes), Vincent B. Schibi (Yes). The board recorded that appeals would also go to FEMA for official responses, a process the commissioners agreed upon in open session.
The board approved travel for Emergency Manager Charles Morse to attend the Homeland Security Conference in Oklahoma City from Oct. 28 through Oct. 30. That motion was made by Commissioner Terry Weidert, seconded by Tom Barrett, and passed unanimously.
In a departmental presentation, Appraiser Melody Kikkert told commissioners that the Kansas Division of Property Valuation gave the appraisal department a Procedural Compliance score of 100 points for 2025. "Their performance for the 2025 Procedural Compliance results had a score of 100 points," Kikkert reported.
Chairman Vincent B. Schibi moved to approve accounts payable check numbers 38212 through 38303 in the amount of $453,436.80; Commissioner Terry Weidert seconded the motion and it passed by the recorded vote of Tom Barrett (Yes), Terry Weidert (Yes), Vincent B. Schibi (Yes).
The meeting included repeated, time-limited executive sessions. The transcript records an executive session to discuss confidential financial data or trade secrets with County Counselor Brian K. Johnson and GPIP Director Brad Reams present, and a separate executive session for attorney-client consultation with Public Works Director Sandy Krider and Assistant Director Ralph George present. Another executive session for non-elected personnel included Appraiser Melody Kikkert. Each executive session motion was moved by Commissioner Terry Weidert, seconded by Tom Barrett, and approved unanimously.
With no further business, the board adjourned at 11:44 a.m.; the next regular meeting was scheduled for 9:00 a.m. Monday, Sept. 8, 2025.
