The Valley County Board of County Commissioners voted Nov. 3 to approve the final plat for Tamarack Resort Planned Unit Development Phase 3.4 (Lower Sugarloaf), authorizing the chairman to sign the document and acknowledging several owner declarations and a Central District Health letter indicating sanitary restrictions have been satisfied.
Planning and Zoning Director Cynda Herrick presented the final plat package and supplemental declarations for Phase 3.4. Commissioners examined the owners' declarations that utilities will be installed and that roads within the phase will be private, and they reviewed Central District Health's written statement that sanitary requirements were met.
Commissioner Katlin Caldwell stated she needed to recuse because a family member is under contract related to the project. Commissioner Neal Thompson moved to approve the final plat and related acknowledgments; Chairman Sherry Maupin seconded. With Caldwell recused, the motion passed on a 2-0 vote.
The motion included an explicit statement that the Valley County Board of Commissioners "have sole discretion to set the level of service for any public road" and that the level of service can be changed by the board. The commission did not change that policy as part of this action; it only recorded the owners' declarations and authorized signature of the plat.
The board's approval completes the county-level platting step for Phase 3.4; the county authorized signature allows the developers to proceed with recording consistent with the owners' declarations and health clearance. No amendments to the plat were recorded at the meeting.
Next steps identified in the meeting record include recorder and administrative processing of the signed plat and continued oversight by planning staff to verify the stated utility installations and private road designations.
