Valley County commissioners approve budget transfer, contracts, grants and procedural changes; executive session on litigation

The Valley County Board of Commissioners approved a slate of administrative and funding items at its Dec. 1 meeting in Cascade, including a transfer to cover FY2025 overexpenditures, several grants and contracts, and a procedural change for department reporting.
Clerk Douglas A. Miller told the board that Fiscal Year 2025 showed overexpenditures of $31,594.81 and presented Resolution 26-02 to transfer funds from the General Fund Reserve; commissioners voted unanimously to approve the resolution.
The board approved the county's annual contract with McPaws for Fiscal Year 2026 and authorized the Recreation Department to accept online payments for parking permits, a change that will stop permit distribution at the Clerk's Office. Road Director Kerstin Dettrich presented and the board approved a TAP grant award for Lake Shore Drive and a grant for Lake Fork Creek Bridge rehabilitation; Dettrich said she would provide additional project details to the commissioners.
Commissioners authorized the chairman to sign a commitment letter identifying internal Road Department budget sources to cover additional costs for the Abstein Bridge project. They also approved a change order from Stroth General for snow guard rails; Commissioner Katlin Caldwell disclosed a family member performed part of the work and stated she had no conflict of interest.
Separately, the board voted to reallocate a prior $10,000 contribution to the West Central Mountains Economic Development Council so Boise State University can complete a hazard resiliency/resource management plan and host community meetings. Commissioners also decided department heads will present to the board once a month at the first meeting of each month.
At 1:00 p.m. the board held and closed a public hearing on VAC 25-001 (Zrile Vacation of Utility Easements), accepted the Planning & Zoning Commission's findings, and adopted the Declaration of Vacation (Resolution No. 2026-04). Later, after public hearings and deliberation, the board adopted Resolution 2026-03 (comprehensive plan updates) and Ordinance 2025-07 amending Valley County Code.
Chairman Sherry Maupin moved to enter executive session under Idaho Code 74-206(1)(f) to consult legal counsel on litigation; by roll call the commissioners voted to enter executive session at 3:36 p.m. and reconvened at 4:26 p.m. Maupin said the board will readdress an open meetings violation complaint at the Dec. 8 meeting. The meeting adjourned at 4:27 p.m.
