Martin County adopts CDBG-Disaster Recovery program plans for Hurricane Matthew relief

Martin County commissioners approved on March 14 the program plans and policies necessary to administer a $1 million Community Development Block Grant — Disaster Recovery (CDBG-DR) award related to Hurricane Matthew.
Project Manager Mike Barnette of McDavid Associates told the board the grant will fund a range of direct housing activities, including single-family homeowner rehabilitation and reconstruction, mobile-home repair or replacement, temporary rental assistance and flood-insurance assistance; the grant can also support community recovery and related infrastructure projects that meet HUD national objectives, principally benefiting low- and moderate-income residents.
The board adopted the suggested Program Compliance Plans and Policies required for the CDBG-DR program and authorized staff to submit documentation to the North Carolina Division of Emergency Management. The minutes note the grant is a 100 percent grant to the county and does not require local matching funds; staff said the program will minimize displacement and provide relocation assistance if necessary.
No awards of individual homeowner assistance or infrastructure subprojects were decided at the meeting; staff will return with project-level details and beneficiary eligibility procedures as the program is implemented.
