Martin County hears FY2018-19 funding requests from outside agencies including MCC, EDC and health services

At a March 28 special session the Martin County Board of Commissioners heard budget requests from multiple outside agencies — including a $1.04 million operating ask from Martin Community College, a $244,447 operating ask from the EDC (plus a $1.85M shell-building ask), and a $375,000 request for Agape’s dental clinic — as the county prepares its FY2018-19 budget.
Martin County commissioners heard a series of outside-agency budget presentations at a March 28 special session as staff and nonprofit leaders sought funding for programs and services in FY2018-19.
Martin Community College President Paul Hutchins requested $1,041,054 for current operating expenses and $110,000 for capital outlay to resurface a campus parking lot and construct a shipping/receiving building. Jason Semple, president and CEO of the Martin County Economic Development Corporation, requested $244,447 for operating expenses and separately presented a $1,851,794 request for a new shell building intended to support industrial recruitment.
Other requests included a $104,194 appropriation for the BHM Regional Library system to expand book budgets at Robersonville and Martin Memorial libraries; a $25,000 request to support the Robersonville and Williamston Boys & Girls Club units; $3,500 from the Food Bank of the Albemarle; $10,000 from the Highway 17/64 Association; $3,750 for the Center for Family Violence Prevention; and a $375,000 request for Agape (Metropolitan Community Health Services) to support the dental clinic. Health Director Wes Gray reported the Martin-Tyrrell-Washington District Health Department requested $636,880 from the three-county district, a per-capita figure of $16.04 that would translate to an estimated Martin County share of $378,733 for FY2018-19.
Speakers stressed program impacts: Food Bank Executive Director Liz Reasoner said a $3,500 appropriation would enable approximately 17,500 pounds of food or the equivalent of more than 14,000 meals and described expansion of a commodity box program serving up to 300 seniors monthly. EDC’s Semple summarized more than $158.3 million in investments and 1,173 jobs created or retained in the county since 2011, and Roanoke River Partners’ Carol Shields reported a record 1,390 paid overnight campers, estimating more than 5,000 day paddlers visiting the region.
Commissioners thanked the agency representatives for their work and noted the requests as the county moves into its budget process. No appropriation votes were taken at the meeting.
