Former treasurer Kevin Mackey urges action on public safety and tax enforcement

During public comment at the July 9 meeting, Kevin Mackey (who identified himself and his address) raised two concerns: neighborhood safety following a recent shooting and the enforcement of Williamsport's mercantile and business privilege tax.

Mackey said he and neighbors want to form a community alliance to "help keep people informed and provide free resources," and announced a meeting on July 25 to organize. He praised police response to the recent incident but said the community needed more tools such as cameras and coordinated neighborhood updates.

On tax enforcement, Mackey—who stated he previously held the treasurer's office—said he had found no evidence that the city had directed enforcement of the mercantile tax and requested a council resolution within two weeks asking for enforcement or revocation. He cited Article 3.33 of the Williamsport ordinances describing the treasurer's authority to collect the mercantile and business privilege tax and said he had left instructions for enforcement when he departed the office.

Council members acknowledged Mackey's comments; some urged the mayor and solicitor to participate in the July 23 follow-up meetings. The chair noted the treasurer is an independent elected official when asked about direction from council.

Next steps: Mackey said he will return for the July 23 meeting as a reminder; council members suggested the administration and solicitor prepare clarifying information on enforcement authority and any potential resolution addressing the tax.
