The Hoover Sanitary Stormwater District approved a task order with BFNS to continue a stormwater inventory and assessment effort and authorized bid work for two capital projects.
Staff member (voice 2) described the BFNS task order as the next step after phase 1 and said surveys and feasibility work are under way for watersheds south of the railroad. The board discussed budget context, noting prior planning figures around $250,000–$300,000 for inventory and a motion was made to approve the task order and proceed.
Separately, the board authorized issuing plans and bid documents for Phase 1 and 2 of the 38th Place/Filmore stormwater improvements and reissuing County Line culvert documents to run concurrently. Staff set a procurement timeline that includes a pre-bid conference in late April, bid opening May 7 and a recommended award at the May meeting; staff estimated Phase 1–2 at roughly $5.3 million including a 15% contingency.
Board members noted easement work remains outstanding for parts of the project and that DNR permits for an outfall at Stacey Creek have been received. The board approved motions to advertise and issue bid documents for the projects by voice vote.
Next steps: staff will publish ads and proceed with the pre-bid conference, then return with bids and a recommendation for award.
