School board approves routine personnel and student actions, endorses referendum request; several items pass unanimously

The Isle of Wight County School Board on July 9 approved a package of routine and formal actions, voting unanimously on motions ranging from personnel changes to school memberships and policy updates.
Board members voted to approve the personnel report and addendum, and later approved the public actions that followed a closed-session review. The board approved the enrollment of exchange student 02/2003 at Smithfield High School for semester 1 of the 2026–27 school year, and granted a religious exemption from compulsory attendance for student REX2627-3.
The board also renewed the School Resource Officer memorandum of understanding for 2026–27 after staff said a state grant will fund four SRO positions. The Virginia High School League membership applications for Windsor High School and Smithfield High School were approved as presented.
On policy matters, the board approved GCBCA (health insurance) at second read. In personnel and governance actions, the board appointed Stella Bradshaw to represent District 5 until voters fill the vacancy.
On a separate, substantive motion, the board unanimously moved to request that the Isle of Wight County Board of Supervisors place a referendum on the November 3, 2026 ballot asking voters to authorize an additional 1 percent local sales-and-use tax dedicated to school capital projects. Board members emphasized that the action expresses support for giving voters the option to approve dedicated funding and does not itself impose a tax.
