Appling County awards T-ball restroom contract to Dixie Builders; reissues RFQ for Head Start expansion

At its April 5 regular meeting the Appling County Board of Commissioners awarded a contract for a T-ball restroom facility at the county complex and authorized staff to re-solicit qualifications for a Head Start addition.
Interim County Manager Hayden Rozier presented three bids for the restroom project: J.M. Miles ($87,891.00), Dixie Builders ($77,150.00) and Altamaha Builders ($123,300.00). Rozier recommended the low bidder, Dixie Builders. Commissioner Doug Harris moved to accept Dixie Builders' $77,150.00 bid; Commissioner Daryl Edwards seconded and the motion carried unanimously.
On the Head Start expansion, Rozier said the county had previously voted to add on to the existing facility and pursued a Community Development Block Grant request of $170,000 toward a roughly $750,000 project. The architect originally hired retired and the procurement timetable expired, so Rozier asked the board for permission to solicit new Requests for Qualifications with Heart of Georgia. Commissioner Sarah Boatright moved to solicit RFQs and Commissioner Theodore Wilkerson seconded; that motion also passed unanimously.
Both motions were recorded as unanimous board decisions. The transcript does not record contract start dates or construction timetables for the restroom project nor a firm award contract number; the Head Start RFQ process was described as restarting and likely to delay the project by roughly 18–24 months.
