Tecumseh City Council approves wage increases, airport agreement and several contracts

TECUMSEH, Neb. — The Tecumseh City Council on Aug. 4 approved a package of personnel and project actions, voting to adopt wage recommendations for fiscal year 2025–26 and to authorize several agreements and payments tied to capital and public-safety projects.
Council member Travis Goracke moved to approve the wage recommendations for the 2025–26 fiscal year; Council member Lorie Topp seconded. The motion passed 4–1, with Council members Brian Britt, Travis Goracke, Tyler Speckmann and Lorie Topp voting aye and Lance Beethe voting no. Council member Alicia Brommer was absent.
The wage action was one of several votes the Council took in a regularly scheduled meeting that began at 5:01 p.m. in the Utilities Conference Room. Following departmental reports from the clerk and city staff, the Council introduced and approved a resolution denying allocation of levy authority to the Tecumseh Airport while authorizing transfer of funds to the airport under an interlocal agreement. Council member Lorie Topp introduced the resolution; Tyler Speckmann seconded. The Council then approved the related interlocal agreement on a second, separate motion.
The Council approved a two-year lease for Flock license-plate-reader (LPR) cameras at $16,750 per year. The motion was made by Council member Travis Goracke and seconded by Lorie Topp and passed unanimously among members present.
On planning and capital items, the Council accepted a rendered plan for the Event Center project prepared by Lamp Rynearson after a motion by Council member Brian Britt, seconded by Topp. The Council also rejected earlier sidewalk quotes and accepted a bid from Mahoney Concrete for sidewalk work along Lincoln Street (between 9th and 6th streets) and in the alley between the park and pool; the motion was made by Tyler Speckmann.
For the ongoing Power Plant Project, the Council approved Pay Application No. 4 from Farabee Mechanical in the amount of $131,788.31. The motion to pay was moved by Lance Beethe and seconded by Brian Britt, and was approved unanimously among members present.
The meeting record notes routine departmental activity: the library is preparing for its 25th anniversary and will receive foundation-funded landscaping; streets and utility updates included right-of-way certifications, a patch mix order, Arrowhead Drive dirt work planned pending weather, recent water leaks and sewer jetting; the pool season closed for 2025 and park court repairs are scheduled for September/October. The Council also proceeded into a budget work session during the meeting; the minutes do not detail outcomes of that session.
The Council approved the consent agenda, including minutes of the July 21, 2025 meeting and payment of city bills, on a motion by Tyler Speckmann, seconded by Lorie Topp. The meeting adjourned at 6:02 p.m. and the minutes were signed by City Clerk Janelle Moran and Mayor Jesse Grof.
