Williston commission ratifies appointment, accepts Knife River bid and terminates four TIF districts

The Williston Board of City Commissioners on June 10 approved a slate of routine and financial items, including a mayoral appointment, construction contract acceptance, termination of four tax‑increment financing (TIF) districts and a vehicle purchase.
Mayor Howard Klug said the city received 13 letters from candidates for a vacant commission seat and presented Lucas Gjovig as his recommendation; the commission ratified the appointment unanimously to serve until the June 2026 election. "We received 13 letters from candidates that are very passionate about the city," Klug told commissioners before moving forward with the nomination.
City Engineer David Juma reported that bids were opened June 4 for the Sloulin Drive surface project (26th St W. to 33rd St W.). The low, responsive bid from Knife River totaled $2,091,157.85; Juma noted the engineer's estimate was $2,682,090. The commission voted 4–0 to accept Knife River’s bid and authorized the engineer to execute documents to construct the project.
Finance staff presented a request to terminate Tax Increment Financing Districts No. 7, 8, 10 and 11 after verifying that associated infrastructure costs and obligations have been fully paid and bonds retired. The commission approved Resolution 25‑010, 25‑011, 25‑012 and 25‑013 terminating the four districts effective June 30, 2025; remaining TIF revenue balances will be distributed to the State and applicable political subdivisions in proportion to prior tax loss reimbursements, per staff direction to coordinate with Williams County.
Public Works Director Kenny Bergstrom reported a vendor would honor a prior bid price of $332,685 for a 2025 automated side‑load refuse truck if the city pays 50% down now ($166,342.50) from the 2025 budget and pays the remainder from the 2026 agency budget. The board approved that payment split and purchase by unanimous vote.
All motions noted above passed by unanimous voice or roll‑call votes of the four commissioners present. The meeting also included standard consent agenda items covering accounts, claims and bills and closed after about 23 minutes.
