District presents end-of-year screening and STAR results showing steady performance and pockets of improvement

Tina Van Roo, the district’s student data and assessment coordinator, briefed the West Bend School District board on July 13 about spring screening and STAR assessments and how the district will use those results to plan interventions for the coming school year.
Van Roo said the district completed a full AIMSweb Plus administration this year (the early literacy screener required by Act 20) and used it to identify students for personalized reading plans (PRPs). She reported that in spring screening about one in five K–3 students — "about 20 percent" — were identified as at-risk and that every student deemed at-risk receives a personalized reading plan and monitoring. She noted that five students met exit criteria from PRPs at the end of third grade and will enter fourth grade without PRP status.
On STAR assessments, Van Roo said kindergarten early‑literacy proficiency was approximately 70%, grades 2–8 met reading expectations at about 66%, and math was also roughly 66%. She highlighted several successes: kindergarten teams at Fair Park and Green Tree reached or exceeded the 80% tier‑1 benchmark, grade 3 at Jackson met the 80% target in both literacy and math, and grade 4 at McLean hit the 80% math benchmark.
Van Roo described STAR benchmarking that was recalibrated to be more predictive of Wisconsin Forward state assessments and said the district will publish internal Wisconsin Forward results in the fall and include them in accountability reporting later in the year.
Board members pressed for more detail about persistent dips in grades 7–8; Van Roo and other presenters said curriculum implementation and multi-tiered systems of support are in place and will continue to be refined at site level over the summer. Van Roo said she typically presents mid‑year and end‑of‑year reports and will produce the state-released results when DPI publishes them in October.
Next steps: internal reviews with principals this summer, a fall report on Wisconsin Forward comparisons, and continued use of PRPs and MLSS strategies to support students who remain identified as at-risk.
