Town of Bogue Planning Board approves two property actions, notes member resignation

The Town of Bogue Planning Board met Aug. 7, 2025, at Bogue Town Hall and unanimously approved two land‑use items and recorded a member resignation that will be handled by the Town Council. Co‑Chairperson Robert O’Chat called the meeting to order at 6:00 p.m.
Member JoAnn Parker moved to accept the meeting agenda and to approve minutes from April 3 and April 10, 2025; Member Cecil Hurst seconded each motion and each passed unanimously. There were no citizen comments.
On a request from Patrick Seguine and Lauren Abbadessa, the board approved an un‑combination of property at 105 Creekline Drive in Stonegate Estates, Section 2. Member Cecil Hurst asked whether the existing septic system and water service could accommodate a mobile home; Mary Kay Dennis of Tidewater and Associates said, “I did not know the answer to that question.” Member JoAnn Parker moved to approve the un‑combination; Member Hurst seconded and the motion passed unanimously.
The board also approved a lot split for property at 185 Guthrie Farm Road owned by the Shirley Guthrie and Tajuana Guthrie Hill Living Trust. Co‑Chairperson Robert O’Chat noted the parcel exceeds the Rural Agriculture (RA) minimum lot size of 50,000 square feet and does not encompass any part of the conservation easement. Rhonda Murray, Director, Community Plans & Liaison Office, Government and External Affairs, stated that “there are many easements involved with this piece of property, restrictive, conservation and there are four different deeds that cover the property and the subdivision would not be impacted.” Member JoAnn Parker moved to approve the lot split; Member Hurst seconded and the motion passed unanimously.
The planner’s report listed a zoning permit for 121 Pine Needle Circle; no further action on that permit was recorded. Co‑Chairperson O’Chat said the resignation of member Mike Panzarella (also spelled 'Pazarella' in the minutes) will be addressed at a Town Council meeting. Member JoAnn Parker moved to adjourn, Member Cecil Hurst seconded, and the meeting adjourned at 6:20 p.m.
All motions recorded in the meeting minutes passed unanimously with the three members present: Co‑Chairperson Robert O’Chat, Member JoAnn Parker and Member Cecil Hurst.
