Cimarron seeks $5 million for dam planning, hears water plant update and wastewater bids exceed budget

CIMARRON, N.M. — At its Oct. 9 meeting the Village of Cimarron governing body voted on routine business and heard staff outline capital priorities, including a proposed $5 million request to fund planning and design for a local dam project.
Administrator Shawn Jeffrey told the council she plans to apply for $5 million through the governor's capital outlay process to complete dam planning and design so the project will be “shovel ready.” She said the crossing-replacement project will begin this winter and that planning for additional projects will start next month. Capital outlay requests are due in January for legislative consideration.
Jeffrey also reported that wastewater project bids came in substantially above available funding. The village has $2.4 million available; bids returned at $3.9 million and $3.2 million, she said, and the project will be rebid. “The bids were higher than our funding,” she said, adding staff will rebid to seek better pricing and alternatives.
Mayor Eloy Brazil updated the council on a recent walk-through of the new water treatment plant attended by village officials, Anchorbuilt Construction, the U.S. Department of Agriculture and Forsgren. Brazil said deadlines were set for completing outstanding items and Councilor Ernie LeDoux noted the village will not accept the plant until remaining items are finished.
Next steps spelled out at the meeting include preparing the capital outlay application for January, beginning winter work on the crossing-replacement project and rebidding the wastewater contract. No final funding approvals or award decisions were made at the meeting.
