Residents, council raise safety concerns about e‑bikes; village to coordinate with county parks

A resident and several council members told the Village of Hebron on June 1 that motorized bicycles (e‑bikes) are being ridden dangerously on sidewalks, through stop signs and along the Greenway, prompting calls for education and possible local regulation.

Resident Glenn Robinson told the council he had observed e‑bikes “running the stop sign, the red lights” and described riders speeding through alleys and past strollers. The chair and staff acknowledged the safety risk and said the police would issue guidance, while the council discussed whether local ordinances should complement Ohio law.

Council member Chapman urged the council or safety committee to review state statutes and consider municipal additions. “They’re dangerous to themselves and others,” Chapman said, recounting reports from residents and a near‑miss she witnessed on the Greenway.

Council members also sought clarity on jurisdiction: Administrator Chen said the portion of the Greenway inside the village is owned by the Lincoln County Park District and that the village has enforcement authority at Evans Park, which is village property. Council members said they will coordinate with the county park district on signage and enforcement and asked staff to prepare information and public education for the village newsletter.

Next steps: Council asked staff to compile Ohio guidance on e‑bikes and to bring recommendations to the council or safety committee; officials also asked the police to include warnings in outreach materials and to coordinate with Lincoln County on Greenway enforcement.
