Hebron council accepts administrator Chen’s resignation, temporarily grants powers to Britney Meissner

The Village of Hebron council voted unanimously June 1 to accept the resignation of Village Administrator Chen, effective July 31, 2026, and to temporarily grant the administrator’s authority to Britney Meissner until that date.
Council member Carpenter moved to accept the resignation; the motion carried on a 5–0 roll‑call vote. Carpenter later moved and council approved a separate motion to grant Meissner the powers of village administrator pursuant to ORC 735.273 until Chen’s resignation is effective.
During discussion the presiding officer praised Chen’s service: “I really appreciate the fact that you came in and stabilized what had been [a] rocky situation, brought in decades of experience,” the chair said, thanking Chen for his work.
Administrator Chen addressed the council in his report and noted personnel actions pending in the water department, including an open labor position and a retiring assistant superintendent; he also confirmed that the recently adopted water and sewer rate will be implemented in the billing system and appear on the August billing cycle (for July usage).
Next steps: The temporary delegation takes effect immediately and is set to remain until July 31, 2026; the council did not announce a recruitment timeline for a permanent administrator during the meeting.
