Commission approves several plats: Bison Apartments, O'Neil Edge and other preliminary plats advance to governing body

The commission moved through several subdivision and expedited plat requests and approved recommendations forwarding these matters to the governing body with staff‑recommended conditions.

Bison Apartments (an expedited/preliminary plat) will be advanced to the governing body to allow individual sale of nearly finished fourplex buildings. Agent John Sayers said the buildings are nearly at certificate‑of‑occupancy stage and owners will hold undivided interests in the common lot; Sayers said a maintenance agreement will bind the owners to maintain common open space.

O’Neil Edge, a 0.3‑acre infill expedited plat to create five residential lots, was presented by Brandon Swain. Staff recommended approving the preliminary plat provided a Board of Public Utilities water/sewer easement is added to the final plat; the commission voted to approve the preliminary plat advancing the final plat.

Dry Creek Vista (final plat) drew detailed discussion about title and an East–West Frank Court vacation. Staff recommended approval with a condition requiring documentation from a title company or a quiet‑title action to clarify ownership of the vacated right‑of‑way. Commissioners amended the motion to require that city signatures not be affixed to the recorded plat until the Frank Court vacation is completed and recorded; that amendment passed and the amended motion to recommend approval passed on roll call.

Staff will prepare transmittal packets for council that include staff comments, the maintenance and easement notes, and the conditions the commission adopted. The commission also heard updates from planning staff about the Plan Cheyenne update RFP and the next meeting on May 4.
