Commissioners approve consent agenda, MOU with recovery provider, replat and a series of county contracts

At its Sept. 22 regular meeting the Jack County Commissioners Court approved a package of routine and programmatic items spanning administration, elections, land use and health services.
The consent agenda approved included the Sept. 8 meeting minutes, acceptance of the county auditor’s monthly report, authorization of a county credit card through TIB for Joe Logan (SRO) with a $1,500 limit, approval of an official bond and oath for Deputy Chris Dewayne Reger, ratification of adjusted county credit card limits, and acceptance of an extension activity and travel report. Judge Brian Keith Umphress moved to approve the consent agenda; the motion passed unanimously (5‑0). The minutes say the county also accepted a Health Services Agreement between Jack County and the Jack County Hospital District d/b/a Faith Community Health System to provide medical care for jail detainees.
The court adopted a Memorandum of Understanding between Helen Farabee Centers (subcontracting with Abilene Recovery Council) and Jack County to provide intervention, treatment and recovery programs; Commissioner Henry Birdwell made the motion and it passed unanimously (5‑0). The court approved the replat of the Mesquite Estates subdivision in Precinct 3 (motion by Birdwell; passed 5‑0).
Several election‑related items and procurement actions were approved while County Judge Umphress was temporarily absent: the proposed payroll schedule for the remainder of FY2025 and FY2026 was approved (motion passed 4‑0); a contract and agreement with Vote Solutions for election services was approved (4‑0); and the County Judge was authorized to sign a Joint Election Agreement and Contract for Election Services with Bowie ISD for the Nov. 4, 2025 election (4‑0). The court also approved a 60‑month Kyocera copier lease with Hudson Imaging Systems for the Human Resources office (4‑0) and set county holidays for the remainder of FY2025 and FY2026 (4‑0).
