Hopkins County commissioners unanimously approve subdivision plat, appointments and equipment purchase

Hopkins County Commissioners’ Court met Feb. 10 in Sulphur Springs and unanimously approved a series of routine items, including the final plat for Cedar Hill Estates, the reappointment of a community board member and several procurement and contract actions.

The court approved the three‑lot final plat for Cedar Hill Estates on County Road 1190 after Community Developer Steve Hudson spoke in favor; the motion to approve was made by Commissioner Wesley Miller and seconded by Commissioner Greg Anglin and carried unanimously. The minutes record that staff recommended approval and that the plat met county platting requirements.

Judge Robert Newsom moved, and Commissioner Anglin seconded, approval of the reappointment of Dana Sills to the Lakes Regional Community Center Board of Trustees; that motion also passed unanimously. The court also made a matter of record a request from East Texas Broadcasting, Inc. for a tenant estoppel certificate related to a county tower site, noting county equipment on the tower is changing hands.

The court approved an engagement letter for Capex Resources Group (identified in the minutes as Jeff Snowden) to assist with compliance work on county '381 agreements.' The minutes record the engagement was approved by unanimous vote (mover: Commissioner Travis Thompson; second: Commissioner Anglin).

Precinct 3 received approval to purchase a 2026 Brazos 55‑ton RGN lowboy trailer from Brazos Trailers for $75,140.00. Commissioner Travis Thompson moved the purchase and Commissioner Anglin seconded; the minutes state the trailer will be placed in fixed assets and did not require formal bidding because the amount falls under the county's bid limit and funding is available in the precinct's budget.

The court also approved a modification to an intergovernmental agreement that updates the guard/transportation hourly reimbursement rate paid when county officers transport inmates; Chief Deputy Tanner Crump explained the change reflects increases in the hourly rate for transporting Marshall inmates to court. The motion to approve the modification was made by Commissioner Thompson, seconded by Commissioner Anglin, and carried unanimously.

All bills, revenues, expenses, payroll and financial statements on file with the County Clerk were approved by motion of Judge Newsom, seconded by Commissioner Anglin. The court read and approved a proclamation designating Feb. 26–28, 2026, as Hopkins County Junior Market Livestock Show Days; Judge Newsom read the proclamation and the motion to approve was seconded by Commissioner Joe Price.

The court recessed into executive session at 9:16 a.m. under Section 551.072 of the Texas Government Code to discuss real property and reconvened at 9:32 a.m.; the minutes do not record any public action resulting from the executive session. With no further business, the court adjourned at 9:33 a.m. The minutes were later signed and approved on Feb. 24, 2026.
