Human Services Association tells South Gate commission it served local families through Head Start and resource centers

Catherine Villanueva, director of early childhood education programs for the Human Services Association, presented the organization’s 2025 annual report to the South Gate Parks and Recreation Commission on July 9.
Villanueva said HSA operates two community resource centers within South Gate — the Westside Resource Center and the Holiday Center — and highlighted preschool and Early Head Start services, home‑based programs, parent engagement, and referrals for food support, rental assistance and mental‑health services. “The Westside Resource Center and the Holiday Center remain central access points for families seeking early education, basic needs supports, and community information,” she said.
In response to commissioners’ questions, Villanueva explained that enrollment for Head Start is income‑based but that some families are categorically eligible (for example, if they receive public assistance); she said most enrollees served by the program are South Gate residents because agencies are assigned service ZIP codes. Villanueva outlined HSA priorities for 2026–27: expand access to full‑day early education, strengthen services for children with disabilities and mental‑health needs, and increase parent engagement.
After the presentation and questions, a commissioner moved to receive the HSA annual report for filing and the commission approved the motion by voice vote.
