Chingas Chingas Dominguez, a South Gate resident, used his three minutes during public comment on July 9 to criticize the city council’s decision to set the utility user tax at 8% and to urge commissioners to press council for term limits and to oppose a proposed cellular tower in parkland.
“The routers went with 8%... instead of going big, they went small,” Dominguez said, arguing the council should have set the tax at 9% and linking the smaller figure to the city’s current structural deficit. He added he will push the council to place term limits on the November ballot, saying long tenures on the council have contributed to management problems.
Dominguez also objected to a planning commission item proposing permitting updates for a monopine cell tower near the Girls Clubhouse, saying “I don't want us to start cluttering up our parks with this type of infrastructure” and urging the commission to prioritize park aesthetics and to press city leaders on repairs and upkeep at Pallandale/Hallandale Regional Park, which he described as “an incomplete park” that has suffered neglect.
The commission did not take action on Dominguez’s requests; public comment closed and staff moved on to the next agenda item. Dominguez said he would follow up with written material and survey results he had collected from other cities about term limits and related policies.
