NVTA backs Route 234/Cloverhill SmartScale application, endorses regional SmartScale submissions

The Northern Virginia Transportation Authority on July 9 approved a resolution authorizing submission of a Route 234/Cloverhill Road innovative intersection improvements project to the Commonwealth’s SmartScale prioritization process and separately endorsed SmartScale project applications from Northern Virginia jurisdictions.
Chair Jefferson moved approval of resolution 26‑01 to support the Route 234/Cloverhill project and “authorize the chief executive officer to submit the project for the Commonwealth of Virginia's SmartScale prioritization process.” The motion was seconded and adopted after members discussed coordination with the city of Manassas and potential easement issues affecting nearby homes.
The authority then considered a companion action to endorse SmartScale applications across Northern Virginia (resolution 26‑02). Staff reported “there were no substantive changes for this round of SmartScale,” and another speaker noted they had been told “there were no applications for transit projects from Northern Virginia for this round of SmartScale.” The chair encouraged larger Northern Virginia localities to participate in future rounds and for staff to provide feedback to the Secretary if requested.
Both resolutions were moved, seconded and approved; the chair stated they passed for members present. Members asked staff to ensure interjurisdictional coordination on right‑of‑way and easement matters for projects that affect private property.
The authority’s endorsements do not themselves guarantee SmartScale funding; they provide the regional resolution support the SmartScale process requires for projects seeking regional points.
