Chair rules section 17 out of order and strikes language from substitute bill
Summary
At the start of the session the committee chair ruled that section 17 (realign) was out of order and directed legal staff to remove it; the body registered "No objection," and the ruling was entered without formal vote.
The Committee of the Whole convened and the chair made a parliamentary ruling removing section 17 (a realignment provision) from the substitute budget bill. "Section 17 for realign is, not in order," the chair said, and directed staff to have the language struck. When the chair asked for objections the chamber responded, "No objection," and the chair ordered legal staff to remove the text.
The ruling was treated as a procedural correction handled on the floor rather than as a separately debated amendment. The chair instructed legal staff to mark the change and proceed with the next chapter of the budget review.
The committee then moved on to presentations from the Office of Finance and Budget (OFB).
