Greenwood County approves two zoning amendments including Emerald Road rezoning to light industrial

Planning Director Ryan Bland presented two zoning map amendments during the public-hearing portion of the meeting. The first (Ord. 20 26 23) would rezone three parcels totaling about 33.33 acres on Deadfall Road from R-5 multifamily residential to A (agricultural); staff and the planning commission recommended approval and no members of the public spoke in opposition. The second (Ord. 20 26 24) concerns two parcels totaling approximately 104.6 acres near Emerald Road and the CSX railroad crossing and would change zoning from Rural Development District (RDD) to I-1 light industrial to align with the future land-use map and nearby infrastructure (water, sewer, and rail access).
Bland noted the planning commission and staff reviewed the amendments and recommended approval for consistency with the county's comprehensive plan; council closed the public hearings and voted to approve both rezonings unanimously.
Why it matters: the rezoning of the Emerald Road parcels to light industrial could facilitate industrial development on land served by utilities and rail; the Deadfall Road change formally aligns parcels with agricultural uses.
