Socorro ISD lays out $19.7 million ESSA plan; board solicits public input

At a public hearing on federal Every Student Succeeds Act funds, the district’s director of state and federal programs, Dr. Adam Starkey, outlined the 2026–27 ESSA allocations and invited public questions.
Starkey said Socorro ISD qualifies for six federal funding streams totaling $19,692,502 for 2026–27. He highlighted Title I as the largest entitlement, funding campus allotments and district initiatives targeted to economically disadvantaged students; Title III supports emergent bilingual and English-language learners; Title II funds staffing and instructional supports; and Title IV supports student support and academic enrichment activities.
"Title 1, when that was actually first signed by LBJ in 1965, the idea and still today is to fund that based on our economically disadvantaged populations," Starkey said, noting the district has roughly 71% economically disadvantaged students and that about 91% of Title I allocations flow to campuses.
Board members asked how funds will translate into targeted interventions to reduce achievement gaps; Starkey and colleagues pointed to dual-language programs, early colleges, fine arts, social-emotional learning and targeted campus initiatives as channels for the federal funds.
The district posted detailed ESSA summary materials for public review and said it will accept comments at the hearing and by the contacts listed on the posted packet.
Next steps: material will be finalized and posted to the district website; staff will incorporate public input into program planning for the upcoming year.
