Jack County commissioners approve routine claims, equalize clerk pay and table appraisal district purchase

The Jack County Commissioners Court on March 9 approved routine accounts and claims, moved to pay a vendor walk-in invoice and adopted a series of consent-agenda items while postponing consideration of a proposed appraisal district building purchase.
County Judge Brian Keith Umphress moved to approve all accounts and claims submitted to the Court; Commissioner Henry Birdwell Jr. seconded. The motion passed with four votes in favor; Commissioner Gary Oliver recorded an abstention. Immediately afterward, Commissioner Birdwell moved to pay a walk-in invoice to Butler Building Service in the amount of $8,681.25; Commissioner Oliver seconded and that motion passed unanimously.
In a single consent action the Court approved several routine items, including the minutes of Feb. 23, 2026; acceptance of Tax Assessor-Collector reports for February 2026; performance bonds and oaths for deputy sheriff Richard Gambino and assistant treasurer Cara Smith; certificates of continuing education for county officials; ratification of a resolution related to the Homeland Security Grant Program; approval of a contract for election services between Jack County and Jacksboro Independent School District; and a Portage 1500 VPN support and maintenance annual agreement. Commissioner Henry Birdwell Jr. made the motion to approve the consent agenda; Commissioner Terry Ward seconded and the vote was unanimous.
The Court also approved two records-management actions: a microfilm retrieval order from Neumo for the County Clerk’s Office, moved by Commissioner Gary Oliver and seconded by Commissioner Amy Salazar, and a microfilm/data storage service agreement with LGS to store microfilmed records, moved by Commissioner Birdwell and seconded by Salazar. Both measures passed unanimously.
On budgetary matters, Commissioner Birdwell moved to amend the FY2026 budget for the Tax Assessor-Collector’s office to add $866.50 per clerk — bringing the clerk total to $2,599.50 — to even out pay among courthouse clerks; Commissioner Salazar seconded and the motion passed unanimously.
The Court heard a request from the Jack County Appraisal District to authorize purchase of a building with a not-to-exceed cost of $500,000. County Judge Umphress moved to table that item; Commissioner Birdwell seconded and the motion to table passed unanimously. No substantive action on the purchase occurred during the meeting.
Business concluded with a motion by Commissioner Birdwell to adjourn; Commissioner Oliver seconded and the Court adjourned at 1:23 p.m.
What happens next: The tabled appraisal district purchase will return to a future agenda for additional consideration. Other routine contract and budget changes will proceed under the authority delegated by the motions approved on March 9.
