Jack County commissioners approve consent items and unanimously adopt revised Accident Prevention Plan

County Judge Brian Keith Umphress and the Jack County Commissioners Court approved a set of routine consent items and adopted a revision to the county Accident Prevention Plan at their July 14, 2025 regular session.
The court voted to approve payment of accounts and claims after Commissioner Terry Ward moved for approval and Commissioner Henry Birdwell seconded; the motion passed 4-0 with Commissioner Gary Oliver recorded as abstaining. The consent agenda — which included approval of the June 23, 2025 minutes; acceptance of the June tax assessor/collector reports; designation of old window air conditioners as salvage; approval of the official bond and oath for Jack County Sheriff Deputy James Wigington; acceptance of extension agent Alinda Cox’s May and June travel reports; appointment of Alvin Bilby Jr. to the Jack County Historical Commission for a two-year term; scheduling an open house for the newly constructed Jack County Precinct #2 barn on July 31, 2025, at 10:00 a.m.; and acceptance of County Auditor Lisa Perry’s continuing education hours — was approved unanimously (5-0) after a motion by Commissioner Henry Birdwell and a second by Commissioner Terry Ward.
Following an update from Kim Dungan on the county Safety & Health Committee, County Judge Umphress moved to approve a revision to the Jack County Accident Prevention Plan per the committee’s request. Commissioner Birdwell seconded the motion; it carried unanimously (5-0).
No public comments were recorded during the public forum. The court adjourned at 12:18 p.m. after a motion by Commissioner Henry Birdwell and a second by Commissioner Amy Salazar.
The court set further consideration of the DFW (Dallas–Fort Worth) Foreign Trade Zone and the formal designation of Round Mountain Road in Precinct #4 as future agenda items.
