The Westbrook Finance Committee met April 13, 2026 to hear multiple department budget presentations and to consider several motions affecting line items and compensation.
General Assistance Director Harrison Deah presented the General Assistance budget. During that presentation Councilor Gary Rairdon moved to reduce the burial line and the medical supply line by $2,000 each; the motion received no second and therefore failed for a lack of a second, as recorded in the transcript.
Community Services Director Greg Post presented the Community Services budget, which the transcript indicates covered recreation, children’s programs, the pool and athletic facilities. Human Resources Director Joanne LePauloue presented the Human Resources and Employee Benefits budget. After the Human Resources presentation the committee took a recess; the record shows the meeting later reconvened.
Interim Finance Director Laura King presented the Finance, Debt Services, County Taxes, School Transfer, TIF, Reserves and Revenues portion of the budget. City Administrator Angela Holmes presented the Legal, Risk Management, Public Transit and Mayor's budgets later in the session.
